Attack speed (often shortened as AS or ASPD) is the frequency at which a champion performs basic attacks and are displayed as "attacks per second". Attack speed caps at 2.5 attacks per second, or 1 attack every two fifths of a second.
Attack speed bonuses works by adding a percentage of a champion's base attack speed to his or her "base attack speed." Champions with a low base attack speed will receive less of an attack speed boost from the bonus than champions with a high base attack speed, but the proportional increase in DPS will remain the same for both. One's attack speed can be increased via leveling up, items, runes, masteries, buffs, and abilities. One's attack speed can only be decreased by items, abilities, and the Dragon.
Every champion's "base attack speed" (ASbase) is calculated using a hidden variable called "attack delay." Attack delay is a number between −0.10 and 0.08:
ASbase = 0.625 / (1 + attack delay)
This value is the total number shown at level 1 without runes, masteries, etc. It is represented this way throughout the wiki.
Blade of the Ruined King: +40% attack speed. +25 attack damage, +15% lifesteal. Unique Passive - Your attacks deal 5% of the target's current health in physical damage (60 max vs minions and monsters). Unique Active - Drains target champion, dealing 15% of the champion's maximum Health in physical damage and healing you by the same amount. Additionally you steal 30% of their movement speed for 4 seconds. 60 second cooldown and 500 range. 3200 gold.
Guinsoo's Rageblade: Passive: On cast or hit, you gain +4 ability power and +4% attack speed. This buff lasts for 8 seconds and stacks up to 8 times. Unique Passive: Falling below 50% health grants you 20% attack speed, 10% life steal, and 10% spell vamp until you exit combat. 30 second cooldown. +45 ability power, +35 attack damage. 2600 gold.
Malady: +45% attack speed, +25 ability power. Unique passive: On hit, the target is dealt 15+10% AP magic damage and its magic resistance is reduced by 4. This debuff lasts for 8 seconds and stacks up to 7 times. 2035 gold.
Runaan's Hurricane: +70% attack speed. Unique Passive: Your basic attack fire minor bolts at 2 nearby targets, each dealing 10+50% AD. These apply on-hit effects. 2450 gold.
Statikk Shiv: +40% attack speed, +20% critical chance, +6% movement speed. Unique Passive: Moving and attacking build Static Charges. At 100 Charges, your next attack expends the Charges to deal 100 magic damage to up to 4 targets. This damage can critically strike. 2500 gold
Sword of the Divine: +45% attack speed. Active: You gain 100% attack speed and 100% critical strike for 3 seconds or 3 critical strikes - 60 second cooldown. Passive: This item does not grant any attack speed while on cooldown. Champion kills reduce the current cooldown by 50%. 2200 gold
Trinity Force: +30% attack speed, +30 ability power, +30 attack damage, +10% critical strike chance, +250 health, +200 mana, +8% movement speed. Unique Passive - Icy: On hit, 25% chance for target to be slowed by 30% (20% for ranged attack) for 2 seconds. Unique Passive - Spellblade: After using an ability, your next basic attack deals bonus physical damage equal to 150% of your base attack damage. 2 second cooldown. 3843 gold.
Wit's End: +40% attack speed, +25 magic resistance. Unique Passive: On hit, the target is dealt 42 magic damage and you gain +5 magic resistance. This buff lasts for 5 seconds and stacks up to 4 times. 2200 gold.
Youmuu's Ghostblade: Unique Active: Gain 40% attack speed and 20% movement speed for 6 seconds (4 seconds for if ranged). +30 attack damage, +15% critical chance, +20 armor penetration, +10% cooldown reduction. 2700 gold.
Ichor of Rage: On use, grants +20–42% attack speed, based on champion level, and 15% increased damage to Turrets for 4 minutes. 500 gold.
Kitae's Bloodrazor: +40% attack speed, +30 attack damage. Unique passive: On hit, the target is dealt magic damage equal to 2.5% of the its maximum health. 2725 gold.

Blitzcrank'sOverdrive increases his attack speed by 30 / 38 / 46 / 54 / 62% for 8 seconds.
Draven'sBlood Rush increases his attack speed by 20 / 25 / 30 / 35 / 40% for 3 seconds.
Elise'sSkittering Frenzy increases the attack speed of herself and her Spiderlings by 60 / 80 / 100 / 120 / 140% for 3 seconds
Evelynn'sRavage increases her attack speed by 60 / 75 / 90 / 105 / 120% for 3 seconds after attacking with Ravage.
Ezreal'sRising Spell Force passively increases his attack speed by 10% whenever he hits a target with any of his abilities. This bonus lasts for 6 seconds and stacks up to 5 times.
Ezreal'sEssence Flux increases the attack speed of allied champions it passes through by 20 / 25 / 30 / 35 / 40% for 5 seconds.
Fiora'sBurst of Speed increases her attack speed by 60 / 75 / 90 / 105 / 120% for 3 seconds.
Graves'sQuickdraw increases his attack speed by 30 / 40 / 50 / 60 / 70% for 4 seconds.
Jarvan IV'sDemacian Standard passively increases his attack speed by 10 / 13 / 16 / 19 / 22%. When activated, it throws a flag that increases nearby allied champions and his own attack speed again by the same amount.
Jax'sRelentless Assault causes his basic attacks to increase his attack speed by 4 / 6 / 8 / 10 / 12 / 14%. This bonus lasts for 2.5 seconds and stacks up to six times.
Jayce'sHyper Charge increases his attack speed to 2.5 (the maximum) for three basic attacks.
Kassadin'sVoid Stone reduces magic damage taken by 15% and transforms this damage into bonus attack speed. This effect stacks individually and each individual buff lasts up to 4 seconds.
Nidalee'sPrimal Surge increases her or an allied unit's attack speed by 20 / 30 / 40 / 50 / 60% for 7 seconds.
Nocturne'sShroud of Darkness passively grants himself 20 / 25 / 30 / 35 / 40% attack speed. Upon activation, it summons a spell shield for 1.5 seconds, if the shield successfully blocks a spell, the attack speed bonus is doubled for 5 seconds.
Nunu'sBlood Boil increases an allied unit's and his own attack speed by 25 / 30 / 35 / 40 / 45% for 12 seconds.
Olaf'sBerserker Rage passively increases his attack speed by 1% per 1% health he is missing.
Rengar'sSavagery increases his attack speed by 30 / 35 / 40 / 45 / 50% for 4 seconds, while his Empowered Savagery increases his attack speed by 60 / 70 / 80 / 90 / 100% for 4 seconds. These effects can stack for a total of 90 / 105 / 120 / 135 / 150%.
Sivir'sOn The Hunt grants her an aura for 10 seconds that increases her attack speed by 30 / 45 / 60% and one half of that to nearby allies.
Skarner'sCrystalline Exoskeleton grants him a shield for up to 6 seconds, while the shield persists Skarner increases his attack speed by 30 / 35 / 40 / 45 / 50%.
Teemo'sCamouflage increases his attack speed by 40% for 3 seconds after leaving his stealth state.
Tristana'sRapid Fire increases her attack speed by 30 / 45 / 60 / 75 / 90% for 7 seconds.
Trundle'sContaminate infects the target location for 8 seconds, while on this area, Trundle increases his attack speed by 20 / 35 / 50 / 65 / 80%.
Twitch'sAmbush increases his attack speed by 30 / 40 / 50 / 60 / 70% for up to 5 seconds after revealing himself.
Udyr'sMonkey's Agility increases his attack speed by 10% upon switching stances. This bonus lasts for 5 seconds and stacks up to 3 times.
Udyr'sTiger Stance increases his attack speed by 30 / 40 / 50 / 60 / 70% for 5 seconds on activation.
Varus'sLiving Vengeance increases attack speed by 20% for 3 seconds on minion kills, while a champion kill/assist will grant 40% for 6 seconds.
Vi'sDenting Blows will increase Vi's attack speed by 30 / 35 / 40 / 45 / 50% for 4 seconds after attacking the same target 3 times.
Volibear'sFrenzy passively causes his autoattacks to increase his attack speed by 8 / 11 / 14 / 17 / 20%. This bonus stacks up to 3 times and lasts for 4 seconds.
Warwick'sHunters Call increases his attack speed by 40 / 50 / 60 / 70 / 80% and half of that amount to nearby allied champions for 10 seconds.
Wukong'sNimbus Strike increases his attack speed by 30 / 35 / 40 / 45 / 50% after hitting a target with this skill.
Xin Zhao'sBattle Cry increases his attack speed by 40 / 50 / 60 / 70 / 80% for 5 seconds.
Note: Attack speed reductions stack multiplicatively and take percentages off the final attack speed value after all bonus attack speed has been factored in.
Frozen Heart: Unique Aura: Reduces the attack speed of nearby enemies by 20%.
Randuin's Omen: Unique Passive - Cold Steel: If you are hit by a basic attack, you slow the attacker's attack speed by 15% and their movement speed by 10% for 1.5 seconds.
Warden's Mail: Unique Passive - Cold Steel: If you are hit by a basic attack, you slow the attacker's attack speed by 15% for 1.5 seconds.

All percentages listed in a champion's attack speed statistic are approximations.
Attack speed reduction duration is not affected by crowd control reduction. However if attack speed reduction is in one ability with crowd control like Nunu'sIce Blast, then the crowd control reduction reduces its duration. So attack speed reduction is reduced by the effect only along with other crowd control.
