champions affected by certain crowd control effects.

Valid Crowd Control:

The target must already be impaired prior to the damaging attack or spell in order to trigger the bonus damage.

Attack speed slow (or cripple) does not count as a valid crowd control for Cheap Shot.

Ashe can easily apply Cheap Shot by herself thanks to her passive. One basic attack is enough to apply Cheap Shot, because Frost Shot will first slow the target then apply the damage. For this to be possible, she first needs to basic attack that target once to permanently mark them (the marking basic attack will not trigger Cheap Shot).
Items such as Frozen Mallet, Iceborn Gauntlet and Rylai's Crystal Scepter, or runes such as Glacial Augment, allow you to easily benefit from Cheap Shot.
