Notes

• The reapplicable slows from items will not stack with each other. Rylai's Crystal Scepter does not stack with Frozen Mallet and Iceborn Gauntlet.
  • The strongest item slow will be effective until it is expired. Any other item slow that was applied and not expired will take effect after that.
  • The passive functions as if it shared the keyword Icy.
  • Note: Slows from activable items such as Randuin's Omen count as champion abilities and stack with Icy (although with diminishing returns).
• Smite will apply the 35% slow from Rylai's.
• Single-target activated item effects, such as Hextech Gunblade, will apply the 35% slow from Rylai's.
• Multi-target item effects，such as Frost Queen's Claim, will apply the 15% slow from Rylai's.
• The following will not trigger a slow:
  • Champion abilities that do not trigger spell vamp.
  • On-hit damage damage dealt by items.
  • Ignite.
  • Damage dealt by the auto-attacks of Clones and Pets/Minions.
    • Examples of clones: Mordekaiser's Children of the Grave and LeBlanc's Mirror Image.
    • Examples of minions: Heimerdinger's H-28G Evolution Turret and Elise's Spider Swarm.
    • See the article for more details, but abilities such as  Zyra's Rampant Growth are not classified as pets and will trigger the slow like any standard abilities.

Trivia

• Rylai is the name of the Crystal Maiden hero in DotA. Rylai specializes in using ice-based crowd control abilities to disable and slow her opponents. The icon for the Crystal Scepter is almost identical to the icon for the Crystal Maiden's and Archmage from Warcraft 3's Brilliance Aura ability.

• Ability power increased to 100 from 80.
• Health reduced to 400 from 500.

V1.0.0.152:

• Item cost reduced to 2900 from 3105.
• Combine cost reduced to 605 from 700.

V1.0.0.106:

• Slow duration reduced to 1.5 from 2.
• Updated the tooltip to reflect slow information for single target and damage-over-time slows.

V1.0.0.63:

• Slow duration increased to 2 seconds from 1.5 seconds.
• It will now trigger on dealing non-periodic spell damage, instead of spell hit. This means that spells like Destiny or Time Warp, which previously triggered the effect, won’t anymore; however, Rupture will now slow on dealing damage instead of on the initial cast, Powerball will now trigger the effect when you hit units, etc.

V0.9.25.34:

• Slows from items will no longer stack. (i.e. Frozen Mallet, Rylai's Crystal Scepter) The largest slow will take effect until duration wears then next largest slow will take effect if it’s still active.
