Lore: Noxus, a city of cruelty, and malice. But, even this shadowy city has its secrets. Every few nights, a new body is found, an officer, politician, merchant. The rich and powerful are being targeted by an unknown assailant. Men in the warrens have reported shadows, moving about, shades in the night, the occasional sound of footsteps, running, when seemingly, no one is there.
The Justicar Order is old, older some say, than Noxus or Demacia, older than the Citadel the Justicars now inhabit in southern Ionia. There, Justicars have one mission: End injustice in the world, let those who try to stomp out another, be punished. They travel on quests to end a target who would destroy the defenseless, and help where they can. Despite their small numbers, the Justicars work their trade well, as each has been tempered by intense training, and battle. Even those excommunicated by the order are a threat to be reckoned with, Raiden, is one such person.
Raiden was removed from the order for one simple reason, he failed to warn his superiors of the Noxian attack on the Citadel in time, costing countless Justicar lives. Raiden's guilt wracked him for weeks, until finally, he vowed to take the fight to Noxus, and have revenge his own way, while his former companions strike the Noxians in Ionia. No Noxian is safe from Raiden's blades, and soon, all of Noxus will know the meaning of loss. A city can only stand for so long...
"Of all the warriors to enter Noxus' gates, Raiden, must be to best, and soon enough, Noxus will learn that the hard way." -Capricain, leader of the Justicars.
