Voltaire, the Electrifier, is a champion that I decided to rework because I thought it didn't play the "electricity" role well enough.
Voltaire'sbasic attacksElectrify enemies for 6 seconds. If Voltaire strikes an Electrified enemy, the enemy will take 15 - 66 (based on level)(+ 10% AP) magic damage and will be slowed by 40% for 1.25 seconds, decaying over the duration.
Electrified enemies also create a Static Field around themselves. Voltaire'sbasic attacks will charge the field, Electrifying all enemies caught within it. Enemies inside the field already Electrified take 17 - 76.5 (based on level)(+ 15% AP) magic damage.
The targeted enemy will also take bonus magic damage, because they are technically inside the Static Field.

Passive:Voltaire'sbasic attacks and Tesla Coil will apply a stack of Augmenting Current to the target. At three stacks, Voltaire will be able to cast Electric Strike on the target. This cannot happen on the same target more than once every few seconds.
Active:Voltaire strikes the target with his electrospear, basic attacking the target and dealing magic damage to all enemies inside the Static Field. The target is then stunned for 0.75 seconds. Other enemies hit in the area of effect are slowed by 30% for the same duration.
Since it is a basic attack, Electric Strike will also apply Electricity's effects.
Electric Strike's damage increase will not affect its own damage at the time it was cast.
The basic attack portion of this ability can be dodged, but the magic damage will still apply.

Passive:Voltaire'sbasic attacks will grant Voltaire 9 stacks of Voltage. Also, he will gain 1 Voltage stack every 0.5 seconds for each Static Field he is currently in. Upon reaching 90 stacks, his next basic attack will consume the stacks to deal 40 - 125 (based on level)(+ 10% AP)(+ 3% of target's maximum health)magic damage to the target and up to 5 Electrified enemies in a branching attack.
Voltaire occasionally stores a Tesla Coil. He can store up to 3 at once.
Active:Voltaire places a Tesla Coil. If an Electirifed enemy is in range, it will shoot out an electric arc, dealing magic damage every 0.5 seconds to the target. One Tesla Coil can branch to up to 4 other enemies while travelling to the target, dealing 60% damage.
If two Tesla Coils are placed within 500 units of each other, they will connect, creating an electric arc between them that deals separate damage to and slows enemies who pass through it by 80% for 2 seconds.
There is no cap to how much shieldVoltaire can have.
After 3 - 0.75 seconds, the shield will begin to decay by 10% of the amount of shield available before the decay every 0.3 seconds. This will not change, even if Voltaire takes damage during the decay.
If a pulse hits an Electrified enemy champion, they will create a smaller shockwave of their own, dealing damage to enemies in a 300-unit radius. This smaller shockwave will Electrify opponents. Subsequent mini pulses will only deal 75% damage, capping at 6 reductions.
Health regeneration per level up from 0.5 to 0.81.
Base mana regeneration up from 4.34 to 6.39.
Mana regeneration up from 0.44 to 1.
