Well, I tweaked him a little. Hope you like him. (Also, his name doesn't appear in the champion info template, but I'll try to fix it in some time.)
Zadakh, The Hextech Gunman is a custom champion created by Marko Mijovski.

Upon using an ability, Zadakh gains 5% increased damage and 5% increased attack for 3 seconds. This effect can stack up to 4 times.
Active: In the next 5 seconds, Zadakh's (autoattack) range is increased by 25%. Additionally, Zadakh's autoattacks slow the target for 0.75 seconds.

Active: Zadakh deploys a mine on target location. The mine enters stealth 1.5 seconds upon placement. The mine detects enemies withing 500 range of itself. If an enemy steps on the mine will explode, dealing physical damage equal to a percentage of Zadakh's maximum health.

Zadakh fires two miniature harpoons connected from his rifle, which electrify the target. The target enemy champion is dealt magic damage for 2 seconds and stunned for 1.25 seconds.

Active: Zadakh's abilities are refreshed (excluding Master Reset itself) and activating an ability will cause the bonus from Power Surge to be doubled.
