Item upgrade paths from weakest to greatest

It is obvious someone has already come up with this idea, but I want to raise this topic anyway.

Why do mid-tier basic items exist without being built of something weaker?

I am talking about items such as Chain Vest item.png Chain Vest or Giant's Belt item.png Giant's Belt. Why are they bought in the shop just as they are instead of upgrading from something less expensive?

Let's discuss build paths:

Ruby Crystal item.png Ruby Crystal -> Giant's Belt item.png Giant's Belt

Cloth Armor item.png Cloth Armor -> Chain Vest item.png Chain Vest

Null-Magic Mantle item.png Null-Magic Mantle -> Negatron Cloak item.png Negatron Cloak

Long Sword item.png Long Sword -> Pickaxe item.png Pickaxe -> B. F. Sword item.png B. F. Sword

Brawler's Gloves item.png Brawler's Gloves -> Cloak of Agility item.png Cloak of Agility

Dagger item.png Dagger -> Recurve Bow item.png Recurve Bow

Amplifying Tome item.png Amplifying Tome -> Blasting Wand item.png Blasting Wand -> Needlessly Large Rod item.png Needlessly Large Rod

Of course this leads to increase in upgrade stages, but makes the game a lot more smooth and logical when the greater is built from lesser. Everyone has experienced clumsy situations when you are pressed hard in lane and must buy something but lack 200 gold for it. You neither can wait in base nor go fighting because the enemy has bought B.F. and has a lead now.

Those advanced items which require the weakest basic items will still require them. But items like Infinity Edge item.png Infinity Edge will have extended build paths.
