Chaining the Same target twice allows you to have double the effects from your other abilities (Double damage, Double CC duration) And chaining them 3 times, causes them to take triple the effects...
Lashing Chains: DJEND3R shocks all chained enemies dealing magic damage and increasing the duration of the chains by 3 seconds and goes on half the cooldown

Lashing Chains: DJEND3R Stuns his chained targets for 0.5 seconds and then slows them by 50% for 3 seconds.

Active: DJEND3R Stealths for 1 second and teleports to selected location withing a 700 range, and then comes out of stealth chaining every champion withing a 1000 range of DJEND3R, if a target is already chained, then they get chained again. This deals Physical Damage.
