When I first joined this wiki, I associated the "Background" with the Champion's Background and so the pages were always affiliated with lore (for me). I've never fully understood why it houses back-of-house content (such as the champion's development and patch notes) - I mean, yes, I understand that it is the background into the champion's existence beyond the fourth wall, but for any game with lore the two backgrounds should be distinctive.
With Riot's upcoming expansion to lore and their hopes to release multiple chapters in every champion's campaign (we have the first three Invocation, Arisen and Unbound), I think we need to take pre-emptive action and create pages suitable for housing champion lore. At the moment, Xerath's lore has been tabber'd - when I personally feel that it should be headings going down the pages (with room for more).
Development would then be merged with Trivia (which in most cases are references to the champion's production, identity, i.e. fourth-wall-background tidbits) for a Development & Trivia page. This then creates the issue of where to put Skins, which could remain on that page or be moved elsewhere (other wikis, such as Dota 2 and Smite, as well as the League's own website all put the skins on the overview page - so that's an option). And Quotes. Quotes are also in a bit of a grey area.
