The effects of Balance of Power do not stack, but are refreshed.
If energy shift is toggled on and another ability is activated, the effects do not stack, but the larger bonus is used.
Toggling on energy shift doesn’t proc this spell normally.

Passive Gerigal gains bonus tenacity per stack of Charge, and gains bonus Magic Penetration per stack of Overcharge up to a cap.
Toggle-On: Every second, if Gerigal has less than 5 stacks of Charge, he creates on stack of charge. If he has 5 stacks of Charge he creates a stack of Overcharge instead.
Energy shift cannot be toggled on while Gerigal has stacks of Charge.
Toggle-Off: Gerigal consumes a stack of Overcharge each second to gain 2% his maximum mana back. If Gerigal has no stacks of Overcharge, stacks of Charge are consumed instead to return a smaller amount.

Active: Gerigal creates a shield that lasts 4.5 seconds. During this time his auto attacks consume part of this shield to deal bonus magic damage, up to a maximum of 4 attacks.
Spell shields will not block the magic damage but Black Shields will absorb the magic damage.
Spell vamp is not applied.
Only the shield made by Mana to Reality is consumed this way.
Additional shields made by Mana to Reality are consumed separately.
If there is less shield than what would normally be consumed, the shield is not consumed and no magic damage is dealt.

Active: Gerigal releases a slow moving energy wave in all directions. Enemies hit take magic damage and are slowed by 70% for 2 seconds. This slow degrades (or increases) over its durations to (1% per 50 maximum mana) Minions and monsters take 50% less damage.
He already has the ability to temporarily change his mana with Q and has decent team fighting abiltiy with his wave blast. His top trading potential is very nice with his Mana to reality. The passive produces mobility and a small steroid.
