Active: The Cutter releases a spike in a line in front of it, dealing damage and pushing any units hit 200 units away from it. If the spike hits terrain it becomes stuck for a brief time, stunning every unit hit, dealing 50% more damage, and preventing the Cutter from moving.
Toggle: The Cutter releases a number of 80 radius blades to orbit around it at a fixed distance away, dealing damage whenever they hit a unit, and additional damage every second to units touching them, while draining mana each second. The blades must be recalled before they can be moved to a different distance. The blades perform one rotation every two seconds at maximum distance. Whirling Blades goes on cooldown once it is recalled.
