Here's another attempt on reworking this little spawn of satan. But I guess with a bit more detail. Comments and suggestions are welcome. It's pretty much the same as the other one I made.
- Base health lowered to 370 from 378
- Health per level lowered to 80 from 82
- Base movement speed increased to 340 from 330
- Now takes 4 seconds to enter stealth instead of 2
- NEW UTILITY: When in brush, Teemo stealths after 2 seonds instead of 4
- Attack speed re-scaled to 30/40/50% from 40%
- Now a colliding skill-shot instead of single-target ability.
- Range increased to 620 from 580
- Base damage re-scaled to 100/140/180/220/260 from 80/125/170/215/260
- AP ratio decreased to (+ 70% AP) from (+ 80% AP)
- Mana cost re-scaled to 90 at all levels from 70/80/90/100/110
- Blind Duration re-scaled to 1.75 seconds at all levels from 1.5/1.75/2/2.25/2.5
Scout Senses (Formerly "Move Quick")
- No longer gains passive movement speed increase
- NEW PASSIVE: Teemo gains vision of enemy champions when they are at least 2000 units away from Teemo. Vision on enemy champions last for 5 seconds. Teemo cannot gain vision on the same enemy champion for 8 seconds. Vision is indefinite when Teemo is stealthed.
- Active movement speed increased to 25/35/45/55% from 22/28/36/44/52%
- Cooldown increased to 20 seconds from 18
- Teemo's basic attacks no longer deal initial magic damage.
- NEW ACTIVE: Causes Teemo's next basic attack to deal additional 40/65/90/115/140 (+ 30% AP) magic damage
- Cooldown increased from 0 (passive) to 10/9/8/7/6
- Mana cost increased from 0 to 50/70/90/110/130
- Magic damage per second decreased from 4 seconds to 2 (2 ticks of damage from 4; Total Damage over time would be 12/24/36/48/60 (+ 20% AP) )
- Trap duration decreased to 7 minutes from 10
- NEW UTILITY: After 5 minutes, Traps lose their stealth
- Detonating multiple traps no longer refresh the duration of damage (but damage still does not stack)
- Teemo can now store up to 5 traps at once
- Slow re-scaled to 40% at all levels from 30/40/50%
- Charge receive time decreased to 31/28/25 from 35/31/27
- AP Ratio increased to (+ 60% AP) from (+ 50% AP)
- Base damage lowered to 200/300/400
