Using an ability marks the target with either Light or Darkness. Using another ability with the opposite orientation as a specific mark will gain a bonus effect. Abilities of the same orientation will deal 30 / 40 / 50 / 60 / 70 / 80 (+ 45% AP) bonus damage (increases every 2 levels). (i.e. using a light ability on a target marked with Darkness will gain a bonus effect, and using a dark ability on a target marked with Light will deal bonus damage). Both will consume the mark. Only one mark may be present at one time, and no more than one of each mark may be placed on any one unit within 10 seconds.

LightStrike: Vilo'terah sends an orb of light in a line which damages and marks the first target hit. If the target is affected by Darkness, Vilo'terah will dash to the target.
DarkSmite: Vilo'terah damages all units in a small area around him. If the target is affected by Light, Vilo'terah will become stealthed for a short duration.

Siphon / Extract

Siphon: Vilo'terah deals damage to a target, stealing both their Health and their Mana (or a percent of their Energy/Fury). He is then healed for a flat amount. If the target is affected by Darkness, Vilo'terah also steals a percent of their Movement Speed.
Magic Damage: 25 / 40 / 55 / 70 / 85 (+ 100% AP)
Heal Amount: 19 / 30 / 41 / 53 / 64 (+ 75% AP)
Resource Steal: 13 / 20 / 28 / 35 / 43 (+ 50% AP)
Fury/Energy Steal: 10% / 20% / 30% / 40% / 50%
MS Steal: 10% / 15% / 20% / 30% / 40% (+ 2% AP)
Extract: Vilo'terah steals life from all enemies in an area around him, healing himself for a percentage of the total damage dealt. If a target is affected by Light, Vilo'terah also slows all targets within the area.
Smothering Shadow: Vilo'terah covers an area with shadow, silencing all enemies in range and reducing their sight range to the area of effect (like Smoke Screen). If a target is affected by Light, they will take damage.
Active: Vilo'terah alternates between his two forms, Light and Dark. This ability is available at level one. While in Dark form, Vilo'terah is melee and gains Attack Damage, Attack Speed, and Movement Speed, at the cost of Armor, Magic Resist, and Ability Power.

Edit number (32/16) is up! I added back in the "chaotic" part of his form switching, and added in his "e" ability, called Blinding Flash / Smothering Shadow. Tell me what you think!
As always, if you see anything you think I should be aware of, be it "op-ness," typos, etc., please leave it in the comments section below. I would love feedback, even though he's not completely finished.
Also, I will take suggestions for Vilo'terah. Whether they're quotes, lore substance, or recommended items, I'll listen to them. I have some ideas, but nothing's set in stone.
