Actually, you can see everyone buys wards, everywhere are wards and nobody can gank because of wards. This makes most junglers useless. Also, they make the game very passive because you can just sit in your lane and farm without any chance OF being ganked. And you don't have to look every time at Baron Nashor Baron or Dragon Dragon because you have a ward there. So here is my suggestion for putting wards into the right place:

  • Sight Ward item.png Sight Ward
    • Cost: Gold 35
    • Effect: Places an invisible ward with 1000 range (lasts 35 seconds, max 5 stacks)
    • No longer grants gold upon being destroyed.
  • Wriggle's Lantern item.png Wriggle's Lantern
    • Cost: Gold 1550
    • Effect: 30 Armor, 23 Attack Damage, 15 Life Steal.
    • UNIQUE Passive: 20% chance on attack to deal 425 magic damage to a minion / monster.
    • UNIQUE Active: Places a Sight Ward item.png Sight Ward within 600 cast range. 3 minute cooldown.
  • Scout mastery 2012.png Scout
    • Increase vision range of wards by 10%. Also increases duration of wards by 10 seconds.
  • Vision Ward item.png Vision Ward
    • Cost: Gold 35
    • Effect: Covers an area of 1000 with stealth-detecting mist, granting vision of units. Lasts 15 seconds, max 5 stacks (unaffected by Scout mastery 2012.png Scout)
  • Hextech Sweeper item.png Hextech Sweeper
    • Is now avaiable at Summoner's Rift.
    • This also includes the incoming stealth rework.

This would remove the warding for total map control and ward hunting from the game. That will remove a big chunk of the passive gameplay and allow people to do more and more risky things. Finally, the wards act now more like Clairvoyance.png Clairvoyance (this means you have to know where and when to ward) You could also remove Clairvoyance.png Clairvoyance from the game after this change so only Sight Ward item.png Sight Wards would allow to have that control.
