Monarch is a tall, gaunt man with a large hat and pale skin. His arms are covered in sores. He attacks either by shooting dark energy, throwing undead bits, or shooting a revolver. He might have a cape or something.
He's designed to be similar to Vayne: low range, but with a passive and ult that make up for that problem, as long as you're on the offensive; and high late-game scaling. His on-hit steroids are lackluster in comparison to Vayne, with nothing that scales off of crit, no true damage, and less continuing mobility through a fight; however, he has more range, more damage before crit, and both a small movement steroid and an Ezreal-range blink.
Outdated: I feel that the weakest part of this champion design is the movement steroid. The few carries that get movement bonuses, like Miss Fortune and Vayne, are mostly unable to use their movespeed to escape. Monarch seems rather slippery for a ranged carry. It's possible that he just doesn't need it, and it can be removed entirely.
|(Innate): Whenever Monarch attacks an enemy champion or structure, he gains 30 range, stacking up to 3 times. These stacks last up to 4 seconds.
|(Active): Monarch instantly infuses his weapon with necromantic magic, dealing bonus physical damage on hit, slightly increasing his attack range, and resetting his auto animation.
This bonus damage benefits from life steal.
