Evan, the Mind's Potential is a fan-made champion for League of Legends.
Telepathy acknowledges enemy champions if they take damage from abilities within 3 seconds from one another.
Telepathy only reduces damage the target deals to Evan and his allies, not the damage dealt to neutral units.
Psi-Blast has a small cast time when is not active. Evan will resume his previous orders afterwards. One Minded
Psionic Disruption does not deal damage instantly, but instead expands rapidly outward, only dealing its damage when reaching an enemy.
The magic damage portion is released before the physical one, thus an enemy unit within the inner range can rapidly escape the second wave (physical) after being hit by the first one.
The bonus healing will still occur even if no enemies where damaged by One Minded Psionic Disruption.
Psionic Disruption has no cast time and does not interrupt Evan's previous orders
While is active, self-casting One Minded Obfuscation (default Alt+E) will shield the Host.
Doing so will grant the Host bonus armor.
Bonus armor is effective for the whole 3 seconds, even if the shield breaks prematurely.

In League of Legends we have talking golems, beasts, machines, sorcerers, gunmen, swordsmen, genius inventors, dragons, faeries, warriors, genetic enhancements and even a champion from the future. With all these fantasy characters, how come there is no psionic/telekinetic/telepath-themed champion? I know League of Legends may be a bit of "ancient fantasy", but let's face it, it has Hextech technology and even Jayce, who came from the future. In my whole life reading comics, watching movies and such, I always loved psionics and all that its related to them. But anyway, that's just me. This is my first concept, but not my last. Feel free to tell me want you think in the comments below, and thank you for reading.
I decided to merge
back together into a single concept. Having to decide what abilities would fit better in a psychokinetic champion and which ones in a telepath wasn't giving me much of a satisfaction. So I added physical damage to Evan's abilities and some telekinetic flavor. Any kind of feedback is welcome!
Some facts about Evan:
He's from Ionia.
Has a twin brother called Nate.
He's an accomplished telepath and somwhat adept with psychokinesis.
He was childhood friends with Irelia.
He has been tutored by Karma on the ways of inner power.
"The mind is the epitome of power and peace."
He wears a skin-tight spandex-like outfit.
His color scheme is mainly black, with light pink and green accents.
His powers show a mix of pink and green particles.
His auto-attacks are small lashes of energy shot from his forehead.

Slow adjusted to 15% at all ranks from 12 / 14 / 16 / 18 / 20%.

Changed secondary role to Controller from Mage.
REMOVED: Allied abilities weaken nearby enemies. Weakened enemies damaged by Evan's abilities become marked with Telepathy.
NEW EFFECT: Champion abilities acknowledge enemies hit. Enemy champions are acknowledged after being damaged by three abilities.
